CNCA Loading certificate (LC), introduced as a regulation in 1994 by the Angola Customs Officials, has been commissioned by ARCCLA – Agencia Reguladora de Certificação de Cargas e Logistica de Angola. All commercial sea shipments to Angola ports require a valid CNCA certificate.

Conselho Nacional de Carregadores de Angola is required for all commercial shipments to Angola. The certificate ensures proper tracking and monitoring of imported goods through customs.

- Bill of Lading (draft copy acceptable)
- Freight Invoice (if freight not on commercial invoice)
- DU Document (Documento Unico / Import License)
- Packing List

What is the difference between ARCCLA and CNCA?
They are the same document with different names. Angolan authorities changed representatives, and ARCCLA is the new name.
Can the consignee release shipment without original hard copy?
No. Angola is the only country that requires the original hard copy CNCA certificate before releasing cargo.
Is DU always required?
DU is exempt for temporary shipments and when total FOB value is below $5,000 USD.
